主旨： 本會肯定貴部重視軍公教待遇，讓軍公教獲得實質加薪，共享經濟成長果實1案，請查照
說明：
一、 有關貴部於113年7月17日上午召開114年度軍公教員工待遇調整議題座談會，考量我國經濟成長穩定，全國軍公教的薪資將會往合理的方向調升，並立即啟動明年軍公教員工待遇調整機制。全國中小學校長協會發表聲明表達肯定，顯示新內閣重視軍公教待遇，讓軍公教獲得實質加薪，共享經濟成長果實。
二、 依據行政院主計總處物價統計，110年到113年的6月，物價已經漲了12%，目前軍公教於111年1月調薪4%，113年1月調薪4%，實質只調了8.16%，代表軍公教是實質減薪了。而主計總處預估今年經濟成長率預測為3.94%，因此，加上目前不足的3.84%，114年度應該調薪6%-8%才能符合消費物價指數變動情形。
三、 現行軍公教待遇調整機制，是由人事行政總處綜整經濟成長率、平均每人國民所得、消費者物價指數（CPI）、民間企業薪資水準及政府財政狀況等衡酌因素，擬具研析方案，提請軍公教員工待遇審議委員會討論，再簽陳行政院政策決定是否調整。惟，軍公教員工待遇審議委員會缺乏軍公教受薪人員參與。
四、 據此，本會提出下列幾點建議：
(一) 依主計總處預估經濟成長率與消費者物價指數，軍公教114年應合理調薪8%。
(二) 應設定薪資調整的計算公式，依預估經濟成長率與消費者物價指數，進行薪資調整。
(三) 應有軍公教受薪人員參與軍公教員工待遇審議委員會審議機制。
