主旨： 重申本府差勤管理、身心調適假申請以及行政院與所屬中央及地方各機關(構)公務員服勤實施辦法等規定，請轉知同仁確實依照辦理，請查照。
說明：
一、 本府迭有接獲檢舉同仁於上班期間從事與職務無關之行為等情事，爰再次重申相關規範如下，請轉知所有同仁切實辦理：
(一) 各機關學校應敦促同仁確實於辦公時間內刷卡上下班，上班打卡後，不得從事與職務無關之行為。
(二) 倘離開辦公場所，應確實請假及辦妥業務交代，並不得虛偽報差；公差任務結束，應視路途遠近，審酌時間返回辦公。
(三) 依「行政院及所屬各機關公務人員平時考核要點」規定，差勤管理係屬各機關學校權責，各級主管人員均應以身作則並負起督導責任，隨時掌握屬員出勤及辦公狀況，落實走動式督導機制，並就屬員加班、差假之必要性，確實加強管制及核實審查。
(四) 復依「行政院暨所屬各機關人事機構抽查公務人員勤惰管理及辦公情形應行注意事項」規定，各機關應每月至少不定期抽查2次同仁到勤及辦公紀律，並應定期陳報差勤報表予機關首長。
二、 另為落實友善公務職場環境並強化所屬人員心理健康韌性，給予所屬人員心理健康支持，「公務人員請假規則」及「行政院與所屬中央及地方各機關聘僱人員給假辦法」等規定業明定，同仁如為調適身心需要，得依上開規定請身心調適假，每年准給3日，其日數併入事假計算，毋須檢附證明文件，機關不得拒絕，且不得影響其考核或為其他不利之處分，亦請切實辦理。
三、 復為維護同仁健康權，請確依行政院與所屬中央及地方各機關(構)公務員服勤實施辦法、本府113年1月23日府人考字第1130018482號函、113年12月31日府人考字第1130365648號函等規定，辦理工時管控及稽核等事項。
